A report which was written by Mr Clarke, who served as Education Secretary between 2002 and 2004, and professor of sociology of religion at Lancaster University Linda Woodhead, says that the legal obligation for schools to have a daily act of worship is not necessarily kept to but there is a 'nod and wink culture' about not admitting it.
It says that schools should be allowed to do what they want when it comes to what they have in morning assembly.
