Is it True Kogi State Pays 30% Salaries?

According to a tweet by Sanni Kashim to Omojuwa, it appears Kogi pays 30% salaries. The question is: what's going on with bail-out from the FG? Has Kogi not received hers? See Sanni's tweet after the cut...................
